Is it illegal for a 23 year old and a 16 year old to have sex?

My friend is 16 and is dating a 23 year old man, he already might have a child (waiting for a DNA test) and they are having sex. all i need to know is can he get in trouble if the parents dont agree and what would happen if she got preg.
we live in ohio,
